Flannagan is a RedCap who works in the Bureau. He oversees the Dream Division, which consists mainly of Alps. Yiska, Poldi and Gerwulf are three of the alps employed in this division. Kavonn also worked for him in his Bureau days.
Flannagan does not tolerate slacking and does everything by the books, much to the frustration of anyone working under him. He expects things to be in order and documented to the tiniest detail just like any good bureaucrat would.
