A mysterious organization that Kavonn once worked for until he left to work for Samrick, currently employing Yiska, his replacement. Flannagan the Red Cap who also works at the Bureau, oversees the alps of the Dream Division. If the Bureau is on the case, it's usually because something is seriously wrong or someone had enough money to call on their expertise.
